Define the business use case
Tokenization substitutes a token for sensitive data so selected systems can operate without handling the original value in the same way. The design must still support the business process. Ask whether reversibility is necessary, where detokenization is authorized, what formats downstream systems require, and how failure or migration is handled.
Vault-based, cryptographic and hybrid approaches have different custody and operational trade-offs. Ordinary encryption is not automatically equivalent to a tokenization implementation. Model selection should be documented against the specific use case rather than treated as a generic security upgrade.
Trace privileged paths
A system that normally stores tokens may still have access to credentials, services or keys that allow the original data to be retrieved. Include detokenization APIs, privileged service accounts, operational support tools, logs, batch processes, backups and exception paths in the architecture review.
The key question is not only where sensitive data is stored. It is also who or what can recover it, influence its protection or cross the intended trust boundary. Map those relationships before making a scoping claim.
Treat PCI scope as a determination, not a slogan
PCI Security Standards Council guidance explains that tokenization does not eliminate PCI DSS obligations. Appropriate segmentation and process controls may reduce exposure and assessment scope, but the characteristics of the implementation matter.
Tokenization and detokenization services, key-management dependencies and systems able to affect cardholder-data security may remain in scope. The applicable PCI DSS standard and the client’s assessor or relevant authority govern the final determination; advisory architecture review is not a PCI certification or attestation.
Make implementation review concrete
Ask for data-flow diagrams, authorization rules, an access matrix, a key-custody design, a migration and rollback approach, test evidence and accountable operating owners. These outputs make a proposal implementable and give reviewers a clear basis for acceptance.
Separate the design recommendation from production change authority. A review or planning package does not itself authorize an operator to detokenize data, modify keys or migrate a live payment system.
